ORDER
Whereas on considering the recommendations of the expert team of
the Doctors and Public Health Specialists and based on the directives of
Government of India, Ministry of Home Affairs, State-wide lockdown was
extended from time to time and lastly extended till 24.00 hours of
31.03.2021 under the Disaster Management Act, 2005 in
G.O.(Ms).No.318, Revenue and Disaster Management (DM-IV)
Department, dated: 28.02.2021.
2. In the G.O. 1st read above, following the Standard Operating
Procedures, Final year Classes for all Colleges / Universities including Arts,
Science, Technical, Engineering, Agriculture, Fisheries, Veterinary Colleges
were permitted to function from 07.12.2020. Further, Hostels for the
above college students were also permitted.
3. In the G.O. 2nd read above, following the Standard Operating
Procedure, all Under Graduate and Post Graduate Classes (including
Diploma Classes) in all Colleges / Universities including Arts, Science,
Technical, Engineering, Agriculture, Fisheries, Veterinary Colleges were
permitted to function from 08.02.2021. Further Hostels for the above
students were also be permitted.
4. As there is an increase in the spread of COVID-19 infection, a
meeting was held with the Vice-Chancellors of the all Universities under
the aegis of Higher Education Department, the Director of Technical
Education and the Director of Collegiate Education on 22.03.2021

regarding the situation arising out of increasing Corona Cases and the
plan for the academic year was discussed. The Vice Chancellors opined
that the classes can be conducted online and they also expressed that 70-
80% syllabus have been covered. For Science Stream students the
practical classes and examination are going on.
5. The Director of Public Health and Preventive Medicine has also
opined that there are reports emerging of cluster from colleges/Hostels
and considering trends in many states, these clusters have potential to
spread disease in their place of residence and surrounding community.
6. The Government after careful examination of the situation hereby
directs that all the Higher Educational Institutions under the control of
Higher Education Department and Deemed Universities to conduct classes
online from 23.03.2021 onwards with six days working. All practical
classes and practical examinations for Science/Engineering/Polytechnic
stream students shall be completed before 31st March 2021, especially the
final semester students. The semester examination will be an online
examination.
